I'd minimise the proliferation of small arms & light weapons (SALW) and beef up border patrol to reflect this policy. I'll also re-direct the use of defence budget to installation of hidden cameras in most streets in the country whose data would be fed through various monitoring centres and images translated from our home-grown satellite that's been in orbit for years now, basically useless in tackling crime. The work of the Armed Forces should be less cumbersome afterwards, I think.
